Sounds like the thing where if the files in the .svn folder are locked
(which happens during upgrading of the working copy) then the
icon-overlay-drawing-thingy just assumes that everything is versioned
(including the .svn folder itself) until proven otherwise.

Usually it sorts itself out if you close the window and reopen it after
waiting a couple of minutes, but some people have reported that they've
needed to kill off the TSVNCache process for it to return to normal.
