Next time this happens, check the hidden .svn folder. There should be a
'tmp' folder in there. If that folder doesn't exist (maybe some cleaner
program removed it because it is usually empty or only contains empty
folders) then Subversion can throw error messages which not always are
accurate (i.e. they don't always tell that the tmp folder doesn't exist
but some other error because a function requiring that folder fails).
