My suggestion would be to do it properly right from the beginning. Go
through the administrative problems if you have to, get the permission
and set up the server. There will be less hassles that way.

In the ad-hoc way, you might end-up with some problem with subversion
and that will be enough to put your stupid managers off subversion, a
treatment this excellent piece of software does not deserve.
