Spaces in svn:externals definition

I've using spaces in svn:externals references in the source field for some
time, using %20 in place of the space character and it has always worked. Eg

 Final
http://svn-sys.kobold.local/svn/Operational%20Library%20(CBU-OPL)/Templates/
Final/

This morning I tried adding a space in the target field with no luck

 Final%20Templates
http://svn-sys.kobold.local/svn/Operational%20Library%20(CBU-OPL)/Templates/
Final/

When I did an update I got a folder in my working copy with
name="Final%20Templates". (ie no space, but the literal characters '%','2'
and '0')

I tried
        'Final Templates'
http://svn-sys.kobold.local/svn/Operational%20Library%20(CBU-OPL)/Templates/
Final/

And
        "Final Templates"
http://svn-sys.kobold.local/svn/Operational%20Library%20(CBU-OPL)/Templates/
Final/

But tortoiseSVN wouldn't let me set those values.

What is the correct way to add a space in the target name ?
