can one turn off svncache?

Searched the group, read the faq, but do not see how to do this.
We have a script driven build system that runs on our development platform in
addition to being able to use tortoisesvn. Occasionally, but often enough to
be a problem, we have TSVNCache touching a file while the build system is also
trying to do something with it. There are definately periods where I'd like to
not have TSVNCache.exe eating up memory/cpu, as well as not touching files.
I'd think I'd be able to 'turn tortoise off' w/o having to uninstall it... Any
ideas would be appreciated!
