set property svn:needs-lock for group of files

Hello,

i found, that it is not possible to set the property svn:needs-lock for a group of files. This was
definitely possible with tsvn 1.2.6.
I tried it with nightly build
TortoiseSVN 1.4.0, Build 7501 - 32 Bit , 2006/09/15 21:34:55
1) Selecting a group of files with total commander2
2) selecting context-menue -> "Eigenschaften" -> Subversion -> Properties -> Add..
3) svn:needs-lock is not selectable.
