Change request: Remove the balloon help from the properties editor.

When you edit properties (svn:externals), you often position the cursor
where you want to edit. When doing this, a gigantic annoying balloon help
appears on top of what you want to edit, so you can not see what you're
doing unless you remove the mouse again. I'd suggest that you either remove
it or make it so that you can chose not to have it displayed.

Nice to have: A vertical scroll bar would be nice to, as would mouse wheel
vertical scrolling.
