TortoiseSVN documentation update for Subversion 1.4.0

Hi guys,

Thanks for all your hard work in TortoiseSVN 1.4.0.

Attached is a small update to the TortoiseSVN svnserve docs
for Subversion 1.4.0. Changes are:

- Added paragraph about stopping svnserve if it's already running
- Updated to libdb44.dll
- Renamed switches for clarity (-d to --daemon, -r to --root)
- Added paragraph about being able to run svnserve as native service,
slightly different from Subversion example in that it sets --root and
installs service to start automatically.
- Added tip (with Microsoft link) and example to run svnserve as the
Local Service account. This isn't in the Subversion example, but i've
been using this approach for several years without issue, and follows
Microsoft best practice.

Attached both patch and file as my patches never seem to put in
the URL in the header.

p.s Lübbe, I got the docs mostly built, but not completely. First NAnt
complained about bindirextension not being set, then borked on not
finding makehm, so I eyeballed PDF and HTML output, but not CHM.
