subversion client library

Hi,
I'm not sure if this is for users or developers.
To make life easier for the non technical users, I would like to create a small program that attaches a subversion property to a file. This means the user will not have to get the proeprty name, just know to add a value.
I believe that tortoise ships with a subversion client library. Is that correct - if so where is it.
Also is there docuemntation so I can call the appropriate API's?
