Asking user for confirmation before merge-on-update

Hello,

Some colleagues of mine request that when updating, TortoiseSVN should
request for confirmation, if the update would result in merging in the
working copy: "One or more files which you have changed, has been updated
in the repository. Should TortoiseSVN try to [merge the changes], or [go
to conflict mode]".

I can see that this would be a nice feature, especially if the merge
confirmation is made optional in TortoiseSVN's settings.

Would this require changes in the Subversion library? I.e., should I post
this as a feature suggestion to Subversion, or should I file it as a
TortoiseSVN feature suggestion?
