Best guess: you have ZoneAlarm installed.
Make sure you update that to the very latest version. I'm not sure if
that bug was fixed already, but I remember that such a bug in ZoneAlarm
was reported a few weeks ago (it prevents the timestamps of files to be
updated when saving a file).
