event listeners

Hi,

Does Tortoise SVN has a feature to register to certain events? For example,
I would to register/listen to a particular file in the repository and
whenever the file is changed Tortoise SVN will notify me (some sort of
system tray icon that pops up giving a message in a bubble).

Any help would be appreciated.
