In the past TSVN forgot to add the commit message to the list if
authentication to the server (and therefore the commit) had failed. But
I think this has been fixed already in the latest released builds?

I think your solution is quite OK. Pressing the OK or Cancel button
should first add the message to the list and then perform the SVN stuff.
That way it would always be saved.
