[Bug Report] "Add to ignore list" missing in 64-bit build unless 32-bit build used first

I had been running v1.3.3 for 32-bit. After marking a directory as ignored,
it notified me there was a new version.
I installed the 64-bit version (Which is awesome btw!)

The new version has the option of removing the ignore, and then re-adding it

However, with a new project, the Add to Ignore List is missing.
To verify my expectations, I reopened the 32-bit version, added it to the
ignore list -- and the 64-bit now has the option to Add/Remove the ignore on
that directory

Not sure what would be causing it. It is obviously capable of showing it. If
I had to venture a guess, I would look for the decision to show the
Add/Remove from Ignore List being wrapped in some check that isn't quite
right.
