Does merge remove whitespace?!...

I am doing a merge.
 
When I compare the original file (in one branch) to the merged version
in another branch, I see that some unchanged lines in the resulting
merge have had white space changed (trailing white space removed, tabs
to spaces [or maybe vice versa]).
 
Is this a tortoise issue or a svn issue?
