Yes, click the "Check repository" button in the "Check for
modifications" dialogue. Or if you could not be bothered to click it
every time you open this dialogue, you could enable the "Contact the
repository on startup" option on "Dialogs 2" page of the TSVN options.

I don't think so - TSVN uses the Subversion libraries and not the
Subversion CLI tools.
