You only get the Add option on the menu if the file/folder you're trying
to Add is contained within a working copy and is itself under source
control.

You must first use the checkout option to get a working copy for your
repository. Then you can work with the files in there. If you've
created a new folder within the working copy, you must Add the folder
(which by default will also Add the contents of the folder) before you
can Add anything inside the folder.
