TSVN writes the paths/params to those scripts when it first starts up.
But of course only if the entries don't already exist (you could have
configured another diff tool which handles e.g. doc files).
You get this error because at least once you've installed TSVN on the C:
drive before. Once those entries are created, TSVN doesn't touch them
anymore.

You can change the paths in the settings dialog, "External Programs",
"Diff Viewer" or "Merge Tool", then click on "Advanced...".
