Line break format resetting after commit

I have a Perl project I develop on Windows. I've found that a few Linux
users couldn't run it if it was formatted with Windows line breaks,
whereas all Windows users could run it with Unix line breaks, so that's
how I keep the source files.

However, TortoiseSVN resets the file back to using Windows line breaks
after every commit, which is quite annoying. It should ideally keep
whatever format the file was originally in. I'm using 1.3.5.
