Check the md5 checksum on the msi file please. If you can't install it
on a fresh XP SP2, then most likely your msi is corrupt.

Maybe thats it;
When i check the MD5 then i get diffrent Values
"9CD8D01B38B8D235F86EC93C10CB36DA" from yours
Can you send me the MD5 for TortoiseSVN-1.3.2.5840-svn-1.3.0.msi. I want
to check it.
Maybe the Firewall or the Virusscanner are involved, but i dont get any
message.
