Not possible. TortoiseSVN is an UI client. You can do *some* commands
from the command line, but you still will get a dialog. That's why
it's not possible to specify the target url: the user is the one to
decide where something has to be copied.

If you need to automate Subversion commands without an UI, then please
use the official Subversion command line client or the binding
libraries for your programming language (i.e. use the right tool for
the right job).
