Commit succeeded, but other errors follow

I'm using:

TortoiseSVN 1.3.4, Build 6692 - 32 Bit
Subversion 1.3.2,
apr 0.9.7
apr-iconv 0.9.7
apr-utils 0.9.7
berkeley db 4.3.28
neon 0.25.4
OpenSSL 0.9.8a 11 Oct 2005
zlib 1.2.3

This was also happening the TortoiseSVN 1.3.3.

I installed TortoiseSVN using the ASP.NET Hack option.

I'm running WindowsXP w/ SP2 and all current windows updates applied. Drive
is formatted as NTFS and I'm logged in as a local administrator.

I create a new repository in c:\svnrepository\Mantis

I successfully import my directory structure (\branch \tag \trunk)

I check out file:///C:/svnrepository/Mantis/trunk (does the same thing
using the apache webDAV access through http://mypcdnsentry/Mantis/trunk) to
c:\svn\Mantis

I copy the Mantis source files into my c:\svn\Mantis directory and add them
to the project using TortoiseSVN's add context menu.

I commit my c:\svn\Mantis using TortoiseSVN's commit menu.

I see all the files added and sent to the repository, then at the end of the
commit I get the following error message (90-95% of the time):

Error: Commit succeeded, but other errors follow:
Error: Error bumping revisions post-commit (details follow):
Error: Can't move 'C:\svn\MantisLocal\_svn\tmp\entries' to
'C:\svn\MantisLocal\_svn\entries': Access is denied.

This happens when I try to commit to a local repository or to a repository
on our development server.

Does anyone have any ideas about what's causing this? This is a brand new
repository and I haven't modified any of the hooks in it.
