Potential Bug: Changed files not being marked

When I save an edited file, the icon does not reflect the fact that the
file has changed. Doing a refresh does not help.
Things I have tried:
1. checking out another copy of the repository to a new location.
2. uninstalling 1.3.4 and then reinstalling it.
3. SVN clean up
4. SVN check for modifications

None of these show that the file has changed which makes tortoise
non-operative in my environment.

Windows XP SP2 with all patches.
SVN 1.3.4 (fresh download again today)
Installed via msi.

Ideas? Suggestions?
