I guess you're talking about the file list shown when you diff two
folders from e.g. the repository browser. It's not very clear from your
description.

We can't do that, because some users want not to use TortoiseMerge but
their own diff viewer. To, we must start whatever diff viewer the user
specified to diff the files. We can't just ignore that setting and open
TortoiseMerge or even embed the TortoiseMerge view into that diff dialog.
