Can't commit because props is used by another process.

I'm using Subversion w/ Tortoise. I have a user that get's this error when he tries to commit:
Error: Can't open file 'p:\svnrepos\db\transactions\2624-1.txn\props': The process cannot access the file because it is being used by another process.

  My path is:
  file:///p:/svnrepos/WebForms/secureBeta
  This only happens on this one user's system.
