TortoiseSVN install enough for IDE plugins?

Hi,

My company is in the process of creating a Subversion install package
for Windows XP. The package will be installed on developers'
workstations and should contain everything necessary for them to use
Subversion from the command line and from TortoiseSVN.

Developers will also be using IDEs and will need to install the
appropriate plugin for their IDE in order to talk to the server.

My question is, do any of the IDE plugins out there require an install
of the Subversion client? And if so, is it sufficient to just install
TortoiseSVN or do I have to install both TortoiseSVN and the
Subversion client?

I don't expect to get support on this list for various IDE plugins,
but this seemed like the best place to ask my question.
