Even though you think of this as a 'serious tortoise SVN bug' (in bold
letters!), I won't retract the latest release from the download page. I
also won't refund whatever people paid for TSVN.

You can use a nightly build, then deactivate the cache. Or exclude that
path under settings->overlays.
