If it's not possible, I can deal with that, but your explanation doesn't
seem to make any sense to me.

Is there some sort of client-side script or setting I can
administratively go around and assign on peoples' computers, that would
make their client automatically do the lock & needs-lock together?

I don't see any reason I would need to push changes to a client, in
order to support this.
