But that will still require users to ALWAYS do an Update before they
start work on a file, otherwise it will not prevent them working on a
file that is locked elsewhere.

There is absolutely no disagreement here I think. IF the information
is available locally then I expect Steve (and others) to be eager to
bring that information to the user in the most user friendly way.
