Feature request: change the way you set TSVN bugtraq: properties

Hi,

First let me start off to say that Subversion and TSVN are great tools and
my hat off for everybody who has created or maintained these tools.

We use Subversion and TSVN extensively for 300+ products. We don't use 300+
subversion repositories for this (this would not be practical), we use a
single (or actually a few) repositories where various products start at a
specific point in the hierarchy. We also use JIRA as a problem tracking
tool and link Subversion and JIRA, and use the bugtraq: properties in TSVN
to ask for problem IDs during commit.

We worked around some peculiarities of Subversion and have our own release
tools on top of Subversion (branching/labeling/releasing). One issue I
can't find a reasonable solution for is to make changes to the bugtraq:
properties for these 300+ products (or having to add them every time we add
a new product). Because these products start deeper down the hierarchy,
there is no common root from which to retrieve these properties, and
therefore changes have to be made at least in 300+ places, often more.

It is my observation that using Subversion properties to signify changes in
the TSVN user interface may not be the best way to go about it. I would
suggest at least to add an alternate way of specifying these options, either
globally in the configuration file or maybe with more fine-grained control,
although the latter is not relevant for us.
