Why not? It's included in the normal windows update. It's fully backward
compatible with MSI2.0. Tell your IT guys to get off their butts and
upgrade.
(if you however don't have a genuine copy of Windows and that's why you
can't upgrade... :)

The reason TSVN now needs MSI3.0 to install *is* MFC/CRT v8. Those
packages require the new MSI to be installed properly.
