Still getting thrashing...

Every once in a while, TSVNCache will thrash the disk. This time, after
using ignores etc, I see it working on actual folders, but it is still
bringing the machine to it's knees.
 
Is it supposed to do this type of "burst" activity and the problem is
that the authors didn't expect workspaces of 100000's of files? Or is it
simply going mad...?
With the amount of folders/files we have, and the activity apparently
jumping around the folders, it's hard to tell whether it is doing some
type of systematic update or if it truly has gone mad.
 
Regardless, when trying to get other work done, I can't wait > 10minutes
(basically less than the time to reboot) to find out if it'll ever calm
down.
 
What is the story or where can I read up on this? I am getting the
feeling that not just tortoise but subversion as well, is just not
suitable for a large project.
