When I try this over file:///, the lock owner is shown just fine. That
means it can't be a bug in TSVN but if it is a bug it is inside the
Subversion library.
Try the command line client, then do an
$ svn ls -v svn+ssh:///...
if it doesn't show the locks, you know it's a Subversion issue.

But make sure you use the latest version of TSVN and Subversion (TSVN
1.3.3 and Subversion 1.3.1), because there was a bug fixed which might
be the reason for this.
