Correct, far as subversion is concerned they're all just copies.
Also, one can do it from the Show Log dialog, right clicking a
revision, and click "Create tag from this revision". Since there is
no special concept of a tag or branch, one could also use this to
create a branch as it's really just a copy. Then there's also the
right drag in explorer and choosing the tsvn copy option.
