Absolutely Subversion supports it. It's throughout that page, for
instance:

that value on the command-line. So the propset subcommand takes a --file
(-F) option for specifying the name of a file which contains the new

For TSVN to support it, Subversion would need to first. I've never
heard of anything but text content for properties. And I see nothing in
The Book which indicates it's possible.
