Exclude/Ignore... include?...

I did a quick search of doc/help and it didn't seem to answer my
question...
 
Is there a way to explicitly include instead of excluding?
 
For example, if I have 4 local drives, but I only want a few folders in
my C: drive to be under version control, does this mean I have to
explicitly exclude every root folder in my C: drive not under version
control as well as each local drive? And if I plug in a USB drive then I
have to remember to explicitly exclude that as well or else pay a
penalty?
 
It seems strange.
