"Can't create tunnel" error message after installing 1.3.2

Hi,

I'm encountering a problem after installing the TortoiseSVN 1.3.2 update. I
was previously running 1.2.6.4789. We use the Pageant/Putty tool for key
generation.

After installing, I get the following error when trying to access the
repository:

Error: Commit failed (details follow):
Error: Can't create tunnel: The system cannot find the file specified.

I have tried uninstalling and reinstalling the old version, and the error
persists. I've searched the Web, taken a look at the manual, the FAQ and the
user lists for similar issues. The closest answer I could see was to take a
look at the "tunnel" portion of the config file, but haven't found anything
that works. Has anyone run into this problem? If so, help would be greatly
appreciated - non-programmer here.
