That's why I didn't set it. I do use VB Studio but didn't require the ASP hack.

I only have the APR_ICONV_PATH set.

Check if you have an env variable set named "SVN_ASP_DOT_NET_HACK".
Remove it.
I guess you enabled the "enable ASP_DOT_NET_HACK" in the installer -
it's not always a good idea to enable everything in an installer without
knowing what it does :)
