Runaway TSVNCache.exe

After upgrading from TortoiseSVN version 1.2.6.4786 to 1.3.1.5521, I
have TSVNCache suddenly start taking 50% of my CPU and hammers the disk
drive. It will continue to do so until I terminate it. I have even left
it running over night to see if it just needed some time to complete,
but it was still going in the morning.

Since I had done an upgrade install, I tried uninstalling and installing
again. It still happens. Just now it was triggered when I tried to do a
refresh in explorer.

Any thoughts as to why? or things I can check?

I am on a dual processor opteron 2GHz system with 2GB RAM and Windows XP
Pro.
