Strange Commit Error with Tortoise SVN

I'm having a weird issue. I am running Tortoise SVN version 1.3.1 on a
Windows 2000 machine with all the software updates available for W2K,
and I seem to be having a problem with using the commit feature. It
seems that if I try to make a commit from outside the network, the only
way for the commit to succeed is for the change (or Add) to be less than
1KB (around 900 bytes). Anything longer and after 2 minutes, the commit
fails with the error, "Can't write to connection: An established
connection was aborted by the software in your host machine." However,
if I commit a file within the private network, I can commit any size
file I want.
 
Does anyone have any clue on this?
