Feature Request: Allow user to decide whether tsvncache is used or not

I find tsvncache is taking up too many resources on my system (relative to
the memory usage of other applications) and (more importantly) continues to
use those resources regardless of whether I'm actively working with files in
an working directory which is unacceptable behavior to me. If I'm not
working with files in an svn repository I shouldn't have to pay the penalty
of having the state information relating to working directories cached on my
system.

The older versions of TortoiseSVN performed acceptably on my system without
needing an external caching process that has a 10-15 meg working set in ram
for working directories that contain a few hundred versioned files.

Please consider adding an option where the user can make the determination
as to whether or not to use it.
