SVN Resolved shows up always in Explorer Context menu

I just updated TortoiseSVN from 1.2 to 1.3. Now I always see SVN Resolved...
entry in the Explorer Context menu. Not in the TortoiseSVN Submenu (I don't
want it there). In previous versions this entry only showed up, when I
selected a conflicted file.

Is this wanted behaviour, is there a possibility to modify some settings
regarding this behaviour, or is this just a bug?
