Access denied error when moving files in v1.3.1

Dear email list,

After I upgraded from TortoiseSVN v1.2.6 to v1.3.1.  I started getting access denied error when I tried to move files, sometimes during checkout and commit too.

These never happened when I was using v1.2.6.

I have switched back to the older version for now because it is tedious to shut off anti-virus every time and sometimes I even forget and left my working copy in an unstable state.  Two other computers I have with similar set-up experienced the same problem.

Is there anything that might point to the source of the problem?  Is there a fix?
