Tortoise context menu is missing options

Hello,

I installed SVN and tortoise. I created a repository
on the server, imported a directory tree and did a
checkout to another location on the server.

When I right click on any folder, I have 2 extra items
in the context menu: SVNCheckout and TortoiseSVN.
TortoiseSVN has a submenu with limited options: Repo
browser, export, create repository here, import, help,
settings and about. According to the Tortoise Help
docs I should have much more options. These options
are also checked in the Tortoise->Settings->Look and
Feel section.
B.t.w. this happens when right-clicking on the folders
I did the check out to. I assume these folders are
under version control now. Or are they not and do I
have to do something to make these folders under
version control and have Tortoise show all options in
the context submenu???

I use Win 2003
Tortoise 1.3.0 5416
SVN ??? (Don't see the version number)
