Installing TSVN 1.3.1 - No access to HKLM/.../Shellex/ColumnHanders - Workaround

I'm running WinXP SP2 and have been keeping up with current TSVN
versions, except the latest one "1.3.1 Build 5521" which died with a
permissions error trying to access the registry key

  HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Folder\shellex\ColumnHandlers

The PC had been set up with me as a domain user and a member of the
Administrator group which I would have thought gave me access everywhere
but apparently not. I didn't have a local login.

Using RegEdit, I could see the ColumnHandlers key but couldn't open it -
no rights.

While it might be possible to use SetACL to fix this, instead I created
a local login, made it a member of the Administrator group and installed
TortoiseSVN using this new local usercode.

Logging back in as a domain user, I now have the new TortoiseSVN which,
with cursory testing, seems to be running normally.
