In my recent experience, this is absolutely true. I've only been playing
with externals for a couple weeks, so it's possible the behavior was
different in the past, but with a 1.3.0 server this how it works for me.

Hi - Can somone confirm that the following is intended behaviour.

If 2 files are commited at the same time but one of the files is
included in the
working copy as a result of svn:externals being set then both files can
be committed &
receive the same revision no. I ask because the documentation says that
it's not
possible but it appears that it now is (which is cool - just want to be
sure).

I'm using:
TortoiseSVN 1.3.1, Build 5521 - 32 Bit
Subversion 1.3.0
