Tortoise svn 3.1 dependency on Windows XP SP2

Hello there,

Could you please send me a link to the latest version of Tortoise that
installs on Windows XP service Pack1.

I am currently using TortoiseSVN-1.2.6.4786-svn-1.2.3.msi
But can not install TortoiseSVN-1.3.1.5521-svn-1.3.0.msi due to error
message telling me to install a newer version of the Windows installer
service.

Is the dependency only on the newer Windows Installer Service v3.0 ?
