Closing the files first, does not 100% of the time remove the lock, I would say at least 25% of the time I have to completely close dreamweaver.
 
Do you know when atomic commits are planned for?

i think that happens because dreamweaver locks the file for it's exclusive use, in combination with the atomic comits of tsvn; the simpler solution is just close the files before commiting
