I considered it a bug because the download site
(http://tortoisesvn.tigris.org/download.html) says the package works on
W2k and WinXP (which includes the W2kSP2, I'm using). Further more, I
couldn't find any references in the release notes and ChangeLog.txt that
the package does NOT install on a simple W2k installation.
But indeed, the FAQ gives an answer to this question and also provides a
link to the separate MSI installer package. I should have RTFF...

Therefore I apologize for my spam on this list about this topic.
This is indeed a known issue / design decision.
