Define "save" :)

I strongly recommend to install Apache on the server instead of using
file:/// access. Even though it is 'save' in a way that you won't have
problems accessing it with a Subversion client. But in doing that, each
user will also have complete write access to the *repository data*
itself, so they could accidentally (or intentionally) delete the whole
repository - something they can't do if you set up a server.
